How a new category board comes to exist, and what each way of doing it buys.

- Proposing a category is free. The board goes live vacant at $1 with nobody on it. Proposing it buys nothing: the first person to pay is the #1, and that may not be the person who proposed it.
- Paying $1 proposes the category and puts the payer on the throne from the first day it is live.

Categories are moderated before they go live.
